I’m going down a three lane highway in the right lane driving ~speedlimit+5 and I come onto someone in the left lane going slower than I am in the middle lane. Do you move over two lanes to pass of just stay in the right lane to pass them?
What about if it was a 2 lane highway? Just blow on by?

Hell no- - in either a 2 lane or a 3 lane highway. On a 2 lane, the other driver is the one creating a problem. On a 3 lane, it’s a bit less clear, but still no need to change lanes for that.

If I have to change lanes to pass someone I always move left. If my lane is clear, I stay in my lane. Only exception is when there is a long line of trucks in the middle lane, I’ll move from the right to the left so I don’t get boxed in by trucks.

If I’m travelling consistently faster than you I will pass, simple.

I stay in my lane. Moving over two lanes to pass on the left, even if it’s technically correct (the best kind of correct!), makes you look like a jackalobe.

Someone a while back in England overtook the correct way going into lane three around the car in lane two, pulled back into lane one, decelerated, letting the car in lane two pass them, then pull back round into lane three, go past, and repeat the process again.

either way I just stay in my lane, although for some unholy reason slow people on 2 lanes decide to get back to the right whenever I get close to them

Here in Texas, undertaking is legal so I would stay in the middle lane and give the lane hog the stink eye as I undertake him.

Legally, it can vary by state (MO’s vehicle code wants slower/normal traffic to the right but allows passing on the right under most reasonable circumstances). From a practicality/safety standpoint, I’d say just keep going on by, because more changes = more risk. Just keep a little more of an eye on them as you go by, because there’s a higher chance that they may be distracted or generally less aware of the traffic around them if they don’t have the presence of mind to be traveling in the correct lane.

Around here people seem to leave the right lane clear for reasons that are unclear to me.

You’re not passing, you’re just travelling at a higher rate of speed in a different lane. Stay where you are and continue past.

Back when I had a beater truck and more time on my hands, I would pass such people on the right, then get in front of them and slow down below what they’re going. When they move to the right to pass, I accelerate and the traffic behind them won’t allow them back over.
